Front-of-house is where the restaurant brand lives. But back-of-house is where the project gets hard.
Restaurant tenant improvements in Northern Virginia and Maryland are among the most technically demanding commercial construction projects in the DC metro market. The front of house — dining room, bar, host stand, restrooms — follows a familiar construction sequence. The kitchen is a different discipline entirely, and the decisions made during design and preconstruction in the back of house determine whether the project opens on time, on budget, and actually works the way the operator intended.
Why Restaurant Kitchens Are Technically Complex
A restaurant kitchen concentrates more mechanical, electrical, and plumbing infrastructure per square foot than almost any other commercial use. The challenges stack:
Grease exhaust and Type I hoods. Any cooking equipment that produces grease-laden vapors requires a Type I hood with a fire suppression system. In the DC metro market — across Fairfax, Montgomery, Prince George’s, Loudoun, and Howard counties — Type I hoods must be designed by the hood manufacturer and installed according to the fire suppression system manufacturer’s requirements. The hood design drives the kitchen layout: the equipment must fit under the hood, and the hood dimensions drive the ceiling structure and HVAC makeup air requirements.
Makeup air. A Type I hood exhausts a significant volume of air from the kitchen. That air has to be replaced — either through makeup air units dedicated to the kitchen, through the building’s HVAC system, or through a combination of both. The makeup air calculation is an engineering function that must be done correctly; an undersized makeup air system creates negative pressure in the kitchen, which affects exhaust performance, fire suppression effectiveness, and staff comfort.
Grease interceptors. Every commercial kitchen in the DC metro market is required to have a grease interceptor — a trap that prevents grease from entering the municipal sewer system. The interceptor must be sized to the kitchen’s flow and grease production, and in most jurisdictions, the sizing calculation requires engineering documentation. In Fairfax, Montgomery, and Prince George’s counties, the grease interceptor inspection is a separate inspection from the standard plumbing inspection and must be scheduled accordingly.
Commercial gas loads. Restaurant equipment runs on natural gas at loads that are substantially higher than other commercial uses. The gas line serving the kitchen must be sized to deliver adequate pressure and volume to all cooking equipment simultaneously, and the utility company must confirm adequate gas capacity at the building before the project gets too far into design.
Health Department Review: A Parallel Process
In Virginia and Maryland, restaurant construction requires approval from the state or county health department in addition to the local building permit. This is a parallel process — not sequential — and it involves a separate plan review by a different agency with different submission requirements and different response timelines.
Health department review in Fairfax County, Prince William County, and the northern Virginia jurisdictions falls under the Virginia Department of Health for some jurisdictions and the county health department for others, depending on the project location. In Maryland, Montgomery and Prince George’s counties have their own health department restaurant plan review processes.
The health department reviewer is looking at different things than the building department reviewer: equipment placement relative to handwashing sink access, food storage and temperature control locations, surface material compliance (seamless and easily cleanable), mop sink placement, dishwashing equipment setup, and the layout’s compliance with the applicable food code.
The critical mistake operators and their GCs make is treating health department review as something that happens after the building permit is issued. In practice, the health department review often takes as long as the building permit review — and for projects with a tight opening timeline, submitting both applications simultaneously is essential. A GC who has completed restaurant buildouts in Fairfax, Montgomery, or Howard County knows this. One who hasn’t may not plan for it, and the resulting delay falls on the operator.
Kitchen Equipment: The GC-Vendor Coordination Gap
Most restaurants contract with a separate kitchen equipment vendor for design, equipment procurement, and installation. The equipment vendor designs the kitchen layout, specifies the equipment, and handles the delivery and installation. The GC handles the building construction: the hood, the exhaust duct, the makeup air, the plumbing rough-in, the electrical panels, and the gas piping.
The coordination gap between these two parties is one of the most common sources of restaurant construction problems in the DC metro market.
Here’s how it typically fails: the equipment vendor finalizes the kitchen layout and equipment specifications after the GC has already roughed in utilities. The rough-in locations don’t match the equipment requirements — a piece of equipment that needs a 240V circuit is positioned over a 120V outlet, or a prep sink location doesn’t align with where the plumber ran the drain. Corrections require opening walls, cutting the slab, or rerouting conduit — all of which cost money and time.
The way to prevent this is sequencing. The equipment vendor’s layout must be finalized and confirmed by the GC before any plumbing or electrical rough-in begins in the kitchen. This requires the GC to actively manage the coordination — setting a deadline for equipment vendor confirmation and refusing to proceed with rough-in until that confirmation is in hand.
For restaurant projects in Stafford, Culpeper, Spotsylvania, Frederick, Carroll, and Charles counties — where the construction market is active and subcontractor schedules are tight — this coordination sequencing is the difference between a kitchen that works as designed and one that requires expensive corrections after the fact.
Fire Suppression: Not All Systems Are the Same
The fire suppression system in the hood is one of the most regulated elements of a restaurant kitchen. In the DC metro market, the specific system installed must be approved for use with the specific equipment it’s protecting — this is not a generic installation.
The suppression system manufacturer provides the design based on the equipment list and arrangement. If the equipment changes after the suppression system is designed and installed, the system may need to be recertified or modified. This is another reason equipment vendor coordination must happen before construction gets ahead of the design.
In Maryland, fire suppression system installation requires a separate permit from the local fire authority having jurisdiction. In Virginia, the requirements vary by jurisdiction — in some counties the fire suppression permit is part of the building permit process; in others it’s separate. A GC who has completed restaurant projects across these jurisdictions knows which authority has which requirements and builds the permit applications accordingly.
Operational Efficiency: What the Design Actually Has to Deliver
Code compliance and mechanical coordination are necessary conditions for a restaurant kitchen, but they’re not sufficient. The kitchen still has to work for the people cooking in it.
Operational efficiency in a restaurant kitchen is a function of the relationship between equipment placement, workflow sequence, and the physical dimensions of the space. The path from cold storage to prep to line to pass should be short and clear. The dishwash station should be positioned to minimize dishware traffic through the cooking line. The handwashing sink placement should satisfy the health code without obstructing the primary work path.
These are design decisions, and they require input from the operator — specifically, from the chef or kitchen manager who will actually work the line. The equipment vendor’s standard layout is a starting point, not a finished product. Experienced restaurant operators review it, modify it based on their service model, and confirm it before construction begins.
Getting Started: The Right Sequence for a Restaurant Buildout
The sequence that produces the best outcomes in restaurant tenant improvements is: engage a GC before signing the lease to get a realistic cost assessment; confirm gas capacity with the utility before finalizing the equipment list; submit building and health department permits simultaneously; finalize the equipment vendor layout before any rough-in begins; and coordinate the fire suppression design with the equipment list before any equipment changes are made.
